Kalona City Council unanimously accepts $50,000 housing grant, certifies TIF and approves park project payments

Kalona City Council on Nov. 3, 2025 unanimously approved a slate of financial and project-related measures, including acceptance of a $50,000 Rural Innovation – Housing 2.0 grant from the Iowa Economic Development Authority for the Student House Project and certification of $350,104.57 in Tax Increment Finance (TIF) for 2026–2027.
The council voted to accept the IEDA grant for the Student House Project at 502 and 504 A Avenue. The motion to accept the award was made by Council member Bender and seconded by Council member J Schmidt; the council was then polled with Bender, J Schmidt, G Schmidt, Spitzer and Beisheim each voting yes.
Council also approved payment of the retainage to CJ Moyna & Sons for the Vista Park Project; the minutes list the final project total as $102,131.09. A separate resolution accepted the public improvements for the Vista Park Project after engineer sign-off. Both actions passed on unanimous votes recorded in the minutes.
The council adopted Resolution No. 2025-V, approving a City of Kalona credit card policy and authorizing the mayor and city clerk to sign the policy. That motion (Spitzer, seconded by Bender) passed with all members voting yes.
In other finance actions, the council recorded approval of a long list of city bills and transfers across funds, and recognized a $64,261.63 distribution from the Washington County Riverboat Fund to be used for council-approved budget projects. The meeting minutes list numerous vendor payments and interfund transfers that were allowed by motion.
The council also certified the 2026–2027 TIF amount at $350,104.57 by adopting Resolution No. 2025-W (motion by G Schmidt, seconded by Bender; unanimous vote).
