County Manager Candace Bryan told the board the $4,000 supplemental appropriation for the Clerk and Recorder is paperwork that staff must submit to DOLA to align the budget with an earlier decision. "This is just coming back to actually get you guys to approve the resolution," she said while explaining the administrative need to submit resolutions when supplementals are made.
The board also considered and moved on Resolution 2026‑26, an $89,128 supplemental appropriation from the general fund to support the Coroner's Office after the coroner (Alex) previously presented staffing needs to commissioners.
Separately, the board discussed and approved entering into a professional services agreement with Paradigm Public Affairs to provide third‑party human‑resources investigative services for the Lake County Sheriff's Office. County staff said the arrangement gives elected offices and staff a neutral place to bring sensitive HR complaints and reduces legal and operational risk when investigations require a non‑county investigator.
On Forest Service payments for federal fiscal year 2026, staff explained the allocation choices. Commissioners were told that electing the SRS method passes funds to the schools and typically preserves more Payment in Lieu of Taxes (PILT) revenue for roads and bridges than the 1908 allocation method. The board moved to use the SRS allocation method; staff said title III funds will continue to support wildfire planning and mitigation work.
