Hogansville council adopts UDO variance changes, approves hazard plan and boardwalk work

The Hogansville City Council on June 1 unanimously adopted amendments to the city’s Unified Development Ordinance addressing administrative variances, approved the Troup County Hazard Mitigation Plan with local amendments, awarded a $25,000 contract for Tower Trail boardwalk maintenance, and authorized up to $30,000 for a water‑line inventory along East and West Main Street.
The meeting, called to order by Mayor Pro‑Tem Mandy Neese at 7:08 p.m., was attended by Council Members Michael Taylor, Jason Baswell, Mark Ayers and Kandis Strickland, plus City Manager Lisa Kelly, Assistant City Manager Oasis Nichols, City Attorney Alex Dixon, City Clerk LeAnn Lehigh and Police Chief Jeff Sheppard. Mayor Jake Ayers was not present.
Council Member Mark Ayers moved to adopt the UDO amendments regarding administrative variances; Council Member Jason Baswell seconded. Council asked staff to provide monthly updates on variances approved under the administrative process; staff agreed to notify both the Planning Commission and the Council. The motion carried 5‑0.
Council Member Mark Ayers also moved to adopt the Troup County Hazard Mitigation Plan with two local additions: the council directed staff to add flood‑prone streets that had been omitted from the draft and to identify pump stations and generators as potential priorities for grant funding. Council Member Jason Baswell seconded; the motion carried 5‑0.
On infrastructure maintenance, Council Member Jason Baswell moved to award the bid for pressure washing and sealing the Tower Trail boardwalk to Right Angle Roofing & Renovations for $25,000; Council Member Mark Ayers seconded. The motion carried 5‑0.
Council Member Michael Taylor moved to approve a not‑to‑exceed $30,000 allocation for a water‑line inventory on East and West Main Street to satisfy LCRR/EPD compliance and coordinate with Georgia Department of Transportation milling and resurfacing. Council Member Mark Ayers seconded. Funding was designated from the city’s SPLOST Water/Sewer account; the motion carried 5‑0. Council emphasized the urgency of completing the inventory before GDOT milling to avoid cutting new pavement.
The agenda item to consider demolition of the old water plant facility on Oak Street and the scheduled citizen appearance by Chanc Williams were both stricken from the agenda and not discussed. Staff introduced two vacancies on the Downtown Development Authority and said the recruitment committee recommended reappointing Council Member Kandis Strickland to the council‑member seat; formal action on that appointment is scheduled for a future meeting.
