Kalona approves study for Emergency Management Center, joins regional roadway safety plan

Mayor Mark Robe presided over the Feb. 18 Kalona City Council meeting where the council approved a professional-services agreement with Shive‑Hattery to study a potential Emergency Management Center.
Andrew Avara and Abby Foster of Shive‑Hattery presented the scope of work, which the record lists as a facility conditions assessment, space programming, block planning, a volunteer survey, a traffic‑safety plan and preliminary cost opinions. The agreement is capped at $45,700. Council Member G Schmidt moved to approve the agreement and Council Member J Schmidt seconded; the motion carried with all voting yes.
The motion also directed staff to engage Washington County Ambulance and the Washington County Sheriff’s Office as part of the project. The presenters described the study as preliminary planning and cost-estimating to determine feasibility and next steps for a shared facility to serve volunteer fire, first responders and county emergency services.
In a separate but related action, staff outlined a Federally Funded Regional Comprehensive Action Plan led by the East Central Iowa Council of Governments (ECICOG) that will identify, evaluate and prioritize roadway safety and locations where pedestrian and bicycling corridors can be improved using a Safe Systems Approach. Council Member Beran moved and Council Member G Schmidt seconded a motion for Kalona to participate in the program; the motion carried with all voting yes.
The agreements authorize planning and study-level work only; no construction contract or site selection was approved at this meeting. Staff indicated the Shive‑Hattery study will produce cost opinions and planning documents to inform subsequent decisions by the council and partner agencies.
The council carried the measures and continued with its regular agenda.
