Residents press city on rent-review process; applicant attorney asks council to put MND release on July agenda

Two distinct public-comment items at the June 23 San Marcos council meeting raised housing-related concerns.
John Mosher, representing San Marcos Mobile Estates, told the council the park owner submitted a rental increase request that far exceeded CPI and repeatedly failed to provide written supporting documentation. He said residents are preparing a submission to the city for the upcoming rent-review hearing (materials due June 30) and invited council members to visit the park to see deferred needs that residents say justify scrutiny of the proposed increase.
Separately, David Hubbard, legal counsel for Lanikai Management and the project applicant for a proposed senior-housing development at Woodward and East Mission, asked the council to place on the July 14 agenda the question of whether staff should release the project's completed mitigated negative declaration to the public. Hubbard said staff was "holding the MND hostage" to secure unrelated conditions with another party and asked the council to resolve the impasse so the project can proceed to public review and, if needed, planning commission and council hearings.
Mayor Jones said the requests would be noted; staff follow-up or scheduling on July 14 would be subject to internal agenda-setting and statutory noticing requirements.
