Simsbury conservation agency finds 669‑unit Hopmeadow proposal may significantly affect wetlands, orders independent review

The Simsbury Conservation Commission and Inland Wetlands and Watercourses Agency on March 17 found that a proposal for 669 residential units at 200 Hopmeadow Street may have a significant impact on wetlands and scheduled a public hearing for April 21, 2026, at the Simsbury Public Library. The Agency also voted to require an independent review by a qualified third‑party soil and wetland scientist and a professional engineer under Town Code Section 85.6.1.

Attorney T.J. Donahue and engineer Paul Vitaliano, P.E., representing applicant SL Simsbury, LLC, provided a summary of the project and the surrounding wetlands and watercourses. Commissioners followed with detailed questions about the project’s scale, proposed on‑site water management measures and how runoff or other alterations could affect adjacent wetlands and watercourses.

Commission members emphasized the need to know whether feasible alternatives exist that would reduce potential impacts to wetlands. The Agency’s motions — first to find the application may be significant and set a public hearing, and second to classify the proposal as a large and complex project requiring third‑party review — were approved unanimously (5‑0).

The actions set two near‑term requirements for the applicant: participation in the April 21 public hearing and engagement of qualified independent consultants for technical review of soils and wetland impacts. The public hearing will give neighbors and other stakeholders an opportunity to comment before the Agency reaches any final permit decision.
