Bryan City Council approves 2026 appropriations, fund transfers and multiple street contracts

The Bryan City Council on June 15 approved its annual appropriations ordinance (Ordinance 26-2026), accepted sponsor donations for the Fountain City Amphitheater, authorized multiple budget transfers and awarded two street-construction contracts, among other routine items.
Ordinance 26-2026 (annual appropriations) included reappropriation of recently accepted amphitheater donations, roughly $7,394 in insurance receipts for hail damage to city vehicles, and a supplemental appropriation to repair a significant plumbing failure at the shared police and fire building. Staff described large sections of the first-floor soil/cast-iron pipe as deteriorating and estimated the repair at about $14,982 to be split between police and fire. Council suspended the rules and approved the ordinance; recorded votes were 'yes' from Jim, Mary, Steve, Rick and John.
Separately, the council approved Ordinance 27-2026, a transfer of portions of income-tax receipts into various funds as included in the 2026 budget (presented as the second quarterly transfer of the year). The council also authorized change order number two (final) for the 2025 South Walnut sanitary sewer improvement project; that change order reduced the contract by $3,750 and was approved.
On capital projects, the council awarded two street-improvement contracts to Eminem Asphalt Limited. Ordinance 29-2026 authorizes improvements on West Travis Street and the 100 block of East Bean Street; Eminem was described as the low bidder at approximately $85,690.25 and the scope includes full-depth removal (curb-to-curb work on one block and partial removal on another), storm-sewer work and repaving. Ordinance 30-2026 authorizes full-depth reconstruction of Roland and Baker Streets (100 blocks), with Eminem again the low bidder at around $515,683.25; the scope includes new curbs, gutter, sidewalks and some storm and sanitary work. Both ordinances were approved after suspension of the rules; votes were unanimous.
The council also voted to accept sponsor donations for the Fountain City Amphitheater (Resolution 32-2026) to be reappropriated into the parks and recreation account for summer concerts, and approved a final building permit for Tyson King at 113115 South Main Street. Staff clarified that the city issues its final permit only after the state issues its final building permit; the project is a multiunit remodeling (described in the meeting as about five living units and slightly more than 8,000 square feet) and has state-approved sprinkler plans.
All recorded roll-call actions during the meeting were unanimous 'yes' votes by the council members on the record. The meeting adjourned after routine closing remarks and community announcements from the mayor about summer events.
