The grant application would support renovation at 1300 Edgington to create upstairs housing and provide funds to improve approximately 25 homes needing basic repairs such as doors, handrails and roofing. The request is time‑sensitive: the grant window is short and staff and local applicants said they could meet the upcoming deadline.
Blake Richie, one of the co‑owners of the 1300 Edgington property, described the owners’ intent to invest significant private funds alongside any grant award and said they expected to exceed a 25% developer contribution if the project proceeds. Grant writer Nicole Turpin told the council the application format would be compiled and shared with council members after submission so the city has a record of what was filed.
Council members expressed support for pursuing the funding so long as the award does not create unexpected fiscal obligations the city cannot meet; several members said the city could accept the application now and, if awarded and the financial commitment proved untenable, the city could refuse the funding later.
A motion to authorize the resubmission carried on a roll call vote. Staff said a final copy of the application would be emailed to council when the online submission is completed.
