Maricopa planning commission approves text amendments to address parking enforcement, food courts and event signs

The City of Maricopa Planning and Zoning Commission on June 22 unanimously approved TXT 26-02, a staff‑initiated set of text amendments to Chapters 10 and 18 of the Maricopa City Code intended to correct scrivener errors, align local rules with state law and reflect current development practices.

Rick, a city planning staff member, told the commission the package contains three discrete changes. First, edits to Section 10.2100 would give code enforcement clear authority to address certain illegal parking behaviors that have arisen, citing a recent example in which "tow trucks are parking at the city library overnight taking up five and six parking stalls when they do that." Second, staff proposed adding "food truck food courts" to the Maricopa Station overlay to correct an oversight when that overlay was not updated alongside earlier mixed‑use code changes. Third, staff recommended restoring an exemption for signs used for city‑sponsored events (for example, events at Copper Sky) to the exempt signs section of the code.

Staff said the proposed amendments are consistent with the general plan and with the Arizona Revised Statutes; Rick also noted that the amendments had been posted to the city website and that a notice ran in the Casa Grande Dispatch on June 4. "As of the evening of this meeting, there's been no public comment received to date regarding these," Rick said. The chair opened the public hearing; no members of the public completed speaker cards or addressed the commission.

Commissioners characterized the changes as routine housekeeping. One commissioner said the amendments appear to bring the city's code in line with state requirements and recommended approval. Following a motion to approve the staff‑recommended package and a second, the commission voted to adopt TXT 26-02; the vote carried without opposition among the commissioners present.

In related business, staff told the commission a legislative update that staff is preparing will be moved to an August meeting and that Katie Proctor is expected to present; staff also reminded commissioners the next regular meeting is scheduled for July 27, 2026. Commissioner Robinson requested periodic reports on administrative approvals (final plats, preliminary plats, site plans and construction permits); staff said it will return with that information at an upcoming meeting and proposed at least two updates per year.

The commission adjourned after roughly 12 minutes of business.
