District sets $5.3 million estimate for 38th Place project; bids to run with County Line culvert work

Staff estimated Phase 1 and 2 construction at about $5.3 million including a 15% contingency.
Board members discussed combining projects in the same procurement window to improve contractor turnout and pricing; staff recommended separate bid packages run at the same time to preserve scope clarity while leveraging concurrent advertising. The board approved moving forward with the 38th Place bid and concurrently reissuing the County Line culvert procurement.
Staff noted Phase 3 (additional culvert through the railroad) remains preliminary and will be budgeted in a later phase. The procurement schedule and estimated budget were recorded for future award consideration.
