Operations staff described the culvert near 311 West Oldridge Road as a corrugated metal pipe that transitions from a 48-inch to a smaller section and said the metal is “rotten bad.” The speaker reported a sinkhole roughly the size of a 55-gallon drum and extensive scour and said the structure may lack an intact bottom in places.
Staff asked the board to declare an emergency to allow rapid procurement of engineering services to assess replacement or rehabilitation options. A staff member recommended using the engineering firm that had already inspected the site to prepare a plan and cost estimate before the next meeting.
The Chair put forward a motion to declare an emergency and to solicit proposals for emergency engineering and construction; the motion was seconded and approved by voice vote. Staff said they will request proposals immediately and seek a design recommendation for board consideration.
Board members noted public-safety and traffic risks near the heavily traveled roadway and asked staff to consider coordination with planned bridge work on nearby Wisconsin Street so repairs minimize traffic impacts.
The board’s action directs staff to return with scoped proposals and preliminary cost estimates for the culvert repair or replacement and to schedule any required formal procurement or additional board approvals.
