Southampton committee approves first readings on zoning ordinances, tables capital reappropriation

Southampton Township’s Committee on Aug. 18 approved first readings for four ordinances that would change local land‑use rules and grant municipal consent for a gas line, and then tabled two second‑reading ordinances following public comment.
At the meeting held at the Robert L. Thompson Building, the Committee voted unanimously — Mayor Michael Mikulski, Deputy Mayor William Raftery, Committeewoman Elizabeth Rossell and Committeeman Ronald Heston — to advance the following measures to a later hearing: Ordinance 2020‑08, which repeals Ordinance 2019‑16 and amends sections of Chapter 10 (Mobile Home and Mobile Home Parks), Chapter 12 (Land Development) and Chapter 19 (Pinelands Development); Ordinance 2020‑09, which amends permitted and conditional uses in Chapters 12 and 19; Ordinance 2020‑10, granting municipal consent to South Jersey Gas Company to construct and operate a natural/mixed gas distribution line; and Ordinance 2020‑11, which makes amendments to Chapter 12 concerning garages.
Mayor Mikulski moved each measure for first reading and Committeeman Heston or other members seconded the motions; roll call votes on first reading were recorded as affirmative by the four members present.
During the second‑reading portion of the agenda, Mayor Mikulski opened Ordinance 2020‑06 — a measure that would cancel certain funded appropriation balances totaling $83,351.28 and reappropriate those funds for Southampton’s municipal building and recreation facility improvements — for public comment. Doug Melegari of the Pine Barrens Tribune told the Committee that the ordinances had not been made available to his newspaper prior to the meeting and urged greater pre‑meeting posting. With no other speakers offering comment on the item, the Committee voted unanimously to table Ordinance 2020‑06.
Mayor Mikulski also opened Ordinance 2020‑07 (amendments to Chapter 3, Police Regulations) for public comment; no members of the public spoke and the Committee voted to table that measure as well.
The Committee’s tabling votes mean the two second‑reading ordinances will be brought back at a later meeting for further consideration or reintroduction. No amendments to the ordinances were recorded at this meeting.
