Southampton Committee adopts ordinances, renews licenses and directs planning-board investigation

At its Sept. 15 meeting the Southampton Township Committee adopted multiple ordinances and resolutions, reappropriated $83,351.28 for municipal and recreation improvements, renewed alcoholic-beverage licenses and authorized a Planning Board investigation of Route 38 and County Road 530.
Southampton Township Committee on Sept. 15 adopted several ordinances and resolutions, approved business licenses and directed a planning-board preliminary investigation into potential redevelopment along Route 38 and County Road 530.
The Committee opened and approved Ordinance 2020-06, which cancels certain funded appropriation balances and reappropriates $83,351.28 for municipal building and recreation facility improvements. Mayor Michael Mikulski opened the public comment period on the ordinance; no members of the public spoke. Committeeman Ronald Heston moved to adopt the ordinance and Deputy Mayor William Raftery seconded; the motion passed on roll call.
The Committee also adopted Ordinance 2020-07 amending Chapter 3 (Police Regulations) after a second reading. Committeewoman Elizabeth Rossell moved the ordinance; Committeeman James F. Young, Sr. seconded and the measure passed unanimously.
As part of a consent agenda, the governing body approved Resolution 2020-95 (a reimbursement agreement related to clerk services) and Resolution 2020-96 renewing certain alcoholic-beverage licenses for 2020–2021. Committeeman Ronald Heston moved an amendment to Resolution 2020-96 to include the Ott Burns license; Committeewoman Rossell seconded and the amendment and the resolution were adopted by unanimous roll call.
Licenses and routine business were also approved: the Committee granted a body-art license to Inkology Tattoo Studio (Joseph Salera) and approved bills for payment after motions and unanimous roll-call votes.
On a separate motion, the Committee adopted Resolution 2020-97 directing the Township Planning Board to conduct a preliminary investigation under the New Jersey Local Redevelopment and Housing Law to determine whether areas along Route 38 are ‘‘areas in need of redevelopment or rehabilitation.’’ The motion was moved by Deputy Mayor Raftery and seconded by Mayor Mikulski. The vote was recorded as four in favor (Heston, Raftery, Rossell and Mikulski) with Committeeman Young abstaining.
The Committee entered executive session at 6:47 p.m. under Resolution 2020-98 to discuss contracts and attorney–client privileged matters and returned to open session at 7:31 p.m.; no formal action resulted from the executive session. The meeting adjourned at 7:33 p.m.
