Loma Linda council adopts rules to implement California's SB 707, setting remote-access and disruption procedures

The Loma Linda City Council on June 27 adopted a resolution establishing local policies to implement California’s Senate Bill 707, the city clerk told the council. The resolution requires the city to provide hybrid meeting access where required and sets procedures for technology disruptions and disruptive remote participants.
The council adopted the resolution after a staff presentation explaining the new law’s requirements. The city clerk said SB 707 “requires agencies with a population of 30,000 or more or agencies that are in a county with a population greater than 600,000 to provide hybrid meeting access through two-way telephonic or audio-visual video platforms.” The clerk also told the council the proposed policy would require a recess of at least one hour when technology service is disrupted and that the city must make a good-faith effort to restore service before deciding whether to continue a meeting without remote access.
The resolution, read by title during the meeting, addresses: technology-service disruptions and an associated one-hour recess and good-faith restoration requirement; procedures to address disruptive behavior by remote participants; providing reasonable accommodations under the Americans with Disabilities Act; and enhanced public outreach and agenda translation where a language threshold applies. The clerk noted the city currently has Spanish at 19% of the population, below the 20% threshold that would mandate translated agendas, but said the city could make Spanish translations available voluntarily.
Council member Dr. Rigsby moved to adopt the resolution and the motion was carried as recorded in the meeting transcript. The resolution text included an effective date of July 1, 2026, and a referenced compliance period extending through January 1, 2030.
The council’s action puts the city’s meeting procedures in line with SB 707’s statewide requirements and directs staff to implement the specified operational steps and public-notice changes.
