Bartlett officials outline paving preservation plan, schedule chip/fog seal work

Mayor Parsons told the board the contractor is scheduled to return Thursday to complete fog/chip seal and scrub seal work on Egypt Central (from Billy Mayor to just past Luther Road), Oak Road, Memphis Arlington (Highway 70 to the Fiveway) and other segments; he estimated the work could take about a week or two to finish because recent rain delayed operations.
Officials described fog/chip seal as a preservation product intended to extend the life of roads rated as 'fair' rather than replace full repaving on failing pavements. The mayor and staff contrasted fog/chip seal with reclamation and hot‑in‑place asphalt reuse: reclamation involves milling and mixing with cement for severely failed sections, while hot‑in‑place techniques (used elsewhere) superheat and reuse existing asphalt. The city said it has not widely used hot‑in‑place but retains hot‑mix in‑place contractors in its FY26 bid for patching and repairs.
Becky Bailey, Bartlett’s transportation engineer, was named as the staff member overseeing the paving preservation plan and the city said it has engaged Pavement Management Group (PMG) to re‑evaluate pavement condition using a Pavement Condition Index (PCI) and guide preservation choices.
Officials asked the public for patience during the temporary rough riding that can follow fog/chip seal and said the technique is intended to defer larger mill‑and‑repave costs on fair roads.
