Covington commissioners approve resignations, promotion, property deals and workers’ comp renewal

The Board of Commissioners of the City of Covington unanimously approved a set of consent items at its June 9, 2026 regular meeting, including personnel changes, two property agreements and a workers’ compensation insurance renewal.
The board approved the minutes of the May 26, 2026 regular legislative meeting on a motion by Commissioner James Toebbe, seconded by Commissioner Tim Acri. The vote to dispense with reading and approve the minutes was unanimous.
Commissioners accepted several resignations on a single-consent vote. Commissioners’ Order No. ORD-130-2026 accepted the resignation of Records Clerk Garrett Koenig (Police Department), effective May 11, 2026. Commissioners’ Order No. ORD-131-2026 accepted the resignation of Fire Cadet Charlie Woodring, effective May 21, 2026. Commissioners’ Order No. ORD-132-2026 accepted the resignation of Finance Director Breanna Gaffney, effective May 19, 2026. Each order was moved by Commissioner Tim Acri, seconded by Commissioner Tim Downing, and approved by unanimous voice vote (Acri, Downing, Smith, Toebbe, Washington).
The board also approved one promotion on the consent agenda. Commissioners’ Order No. ORD-133-2026 promoted Kyle Hodge to working foreman in the Property Maintenance Division of Public Works, effective June 10, 2026. The motion to approve was made by Commissioner Tim Acri, seconded by Commissioner Tim Downing, and carried unanimously.
Two property-related orders were approved. Commissioners’ Order No. ORD-134-2026 authorized the Mayor to execute a disposition and development agreement with Milburn Swindeman Development LLC for purchase and redevelopment of 438 Scott Street. Commissioners’ Order No. ORD-135-2026 authorized the Mayor to execute a purchase agreement for property at 257 Pike Street from Covington Independent Schools for community and economic development. Both orders were approved on motions by Commissioner Acri, seconded by Commissioner Downing, with unanimous voice votes.
Finally, the board approved Commissioners’ Order No. ORD-136-2026 to renew the City’s workers’ compensation insurance with Kentucky Employers Mutual Insurance, effective July 1, 2026. Commissioner James Toebbe moved the motion, Commissioner Shannon Smith seconded, and the board recorded a roll-call vote with all five members voting yea and none voting nay.
No public comments were recorded during the public comment period. Mayor Ronald L. Washington adjourned the meeting at 6:09 p.m. EST.
