Gaylord council approves permits, payment and preliminary levy; schedules ATV ordinance hearing

The Gaylord City Council took a number of formal actions on Sept. 18, approving routine and substantive items across land use, finance and city operations.
Among the votes: the council approved the consent agenda (which included a license application for low‑dosage hemp-derived edible products that are legal under state law), accepted the resignation of Gaylord library assistant Ruth Walter, and approved progress payment number four on the street/utility project for $318,452; staff reported the project remains under budget and retainage is being held until final closeout. Planning & Zoning recommendations were adopted, including a conditional use permit for Luis Menza to operate a used automobile display with up to 10 vehicles (Resolution 24-29) and a variance for Sylvio Moram to replace front steps with a deck that encroaches into the front setback (Resolution 24-30).
The council adopted a preliminary property tax levy for collection in 2025 that represents a 6.9 percent increase ($131,500) for planning and public notice purposes (Resolution 24-31), and agreed to continue the city’s health-insurance relationship with the co-op for 2025 while Personnel prepares alternative options for 2026. Council also scheduled a public hearing on Oct. 16 at 7 p.m. to consider amendments to allow motorized golf carts and ATVs on city streets under permit.
