County proposes library service‑level amendment as state funding rises; council asks for written change

County staff told the Gaylord City Council on Aug. 7 that a recent increase in state funding for regional library systems will reduce the membership fees that individual libraries pay.
The county said it intends to translate the state increase into a reduction in fees for member libraries and proposed an amendment to the existing service‑level agreement so the county appropriation and city allocations align with the changed invoicing from the regional library system. County staff said the county’s 2024 support is approximately $79,800 countywide, with TDS dues for Gaylord in the neighborhood of $11,700.
Several council members said they were unfamiliar with how the TDS dues were accounted for in the current agreement and asked for clearer written language. One council member recommended tabling immediate action so the council could review a written amendment that spells out whether the TDS dues will be treated as a county expense, a city expense, or directed into library materials and services.
City and county staff agreed that because this is effectively a contract amendment, the change should be returned in writing rather than adopted by a simple resolution at the meeting. Council members asked staff to draft formal amendment language for a future meeting; the council reached consensus to revisit the item once the written amendment is provided.
No vote to amend the contract was taken at the meeting.
