Council approves fee-schedule changes including new swim-team option and cemetery pricing adjustments

Council approved Resolution 1879 amending Uintclaw’s fee schedule after staff described proposed changes to Parks Department programming and cemetery pricing and discussed a CPI update for school-impact fees.
Alina Hibbs, Parks and Recreation Director, said the aquatic center currently offers a three-day-a-week swim-team program priced at $276 and staff propose a two-day-a-week option to provide a more affordable choice for participants. Hibbs explained the two-day option would not be priced as a simple pro rata reduction because registrants would still participate in the same number of swim meets.
Hibbs and Chris (staff) also explained changes to cemetery pricing: as plots and certain niches are sold out in north- and south-facing mausoleum sections, the resolution adjusts pricing for available alcove niches and other lot categories to reflect operations and maintenance cost pressures. Staff noted the fee change was brought to full council without cemetery-board action so as not to penalize the vendor Weeks Funeral Home due to a board quorum issue.
Separate staff commentary (Chris) described a 3.1% adjustment to school-impact fees that took effect April 1 under the CPI formula previously approved by council; city staff will later evaluate the school district’s capital facilities plan and return with any recommendation about deviating from the CPI approach.
Council moved and approved Resolution 1879 by voice vote.
