Council hears staff report and gives first reading on expanded commercial and animal-care zoning changes

At 7:12 p.m. the council opened a public hearing on Ordinance 2838. Winston Larson, senior planner, explained the ordinance would amend Enumclaw municipal code to allow a wider set of permitted uses in commercial and light-industrial districts — including arts and vocational schools, gyms and fitness centers, health studios, and animal shelters, daycare and boarding — and to add definitions and operational standards for animal facilities (indoor pens/kennels, setbacks from residences, and waste-disposal requirements).
Larson said the amendments aim to provide consistent, comparable allowances across zoning districts while addressing compatibility concerns near residential areas. The Planning Commission reviewed the amendments and voted to recommend approval on April 23, 2026. Staff recommended the council close testimony and give the ordinance its first reading.
The council invited public input; none was offered during the hearing. The council closed the hearing and proceeded with the first-reading process. No adoption vote was recorded on May 26.
