Kalona council approves first reading of golf-cart permit ordinance, sells cemetery plot

The Kalona City Council met Feb. 2, 2026 at Kalona City Hall with Mayor Mark Robe presiding and approved a series of routine and ordinance actions.
Council Member G. Schmidt moved, and Council Member J. Schmidt seconded, to approve the first reading of Ordinance No. 2026-368, which amends the city code on golf cart permits. When polled, Council Members G. Schmidt, J. Schmidt and Beran each voted yes; Bender and Yeggy-Berg were absent and the Mayor declared the motion carried.
Why it matters: The ordinance’s first reading advances proposed changes to local rules for golf cart operation and permits; if the council proceeds with subsequent readings and a final vote the code will be amended. The council did not discuss final adoption at length during this meeting.
Also at the meeting the council approved the sale of a Sharon Hill Cemetery plot to Kenton Jones on a motion by G. Schmidt, seconded by Beran; the motion carried with all voting yes. The council set a public hearing on the proposed 2026–2027 budget tax levy for Monday, April 6, 2026, at 5:30 p.m.; the motion was made by G. Schmidt and seconded by J. Schmidt and carried unanimously among those present.
The council adopted Resolution No. 2026-C, a resolution to waive the city’s right to review a plat of survey for a parcel owned by Larry Plecker that lies within two miles of the city limits. The motion was made by J. Schmidt, seconded by Beran, and the council voted J. Schmidt, G. Schmidt and Beran in favor; Bender and Yeggy-Berg were absent.
Financial actions and bills: On a motion by J. Schmidt, seconded by G. Schmidt, the council allowed payment of a list of bills that included notable line items such as Garden & Associates ($22,691.75) and Alliant Energy’s monthly charge ($21,174.52). The minutes record transfers/withdrawals totaling $54,017.90 and deposits of $143,857.25 across funds, including a Water Fund deposit of $52,715.20 and Sewer Fund deposits of $17,016.12 and $16,237.95 (payback). The council moved the March meeting from Tuesday, March 2 to Wednesday, March 4 due to a scheduling conflict; the motion carried.
What’s next: The ordinance will require additional readings and any required public comment before final adoption.
