Kalona council renews Westside Petro alcohol license 4-1 and swears in three council members

The Kalona City Council on Dec. 15 approved routine business and moved on several personnel and licensing items, voting 4-1 to renew an Iowa Alcoholic Beverage Division license for Westside Petro and swearing in three council members.
Mayor Mark Robe called the regular meeting to order and the council unanimously approved the agenda and the minutes from the Dec. 1 meeting after motions by Councilmember Craig Spitzer and a second by Bender. The council also voted unanimously to allow the list of bills presented by City Clerk Sarah Chmelar.
The bills list (presented in full to the council) included a $28,039.85 transfer from the General Fund to the Water Fund, a $13,000 payment to MSA Professional Services for a trail study, and a $15,712.02 charge to Quad Cities Winwater for hydrant parts. The council approved payment of those and other routine operating expenses across multiple funds.
During the public forum, Chad Ellis with the Washington County Sheriff’s Office attended and shared the office’s calls for service from the prior month and answered council questions about public safety and response activity.
The council voted unanimously to move three scheduled Monday meetings to the following Wednesdays: Jan. 5 to Jan. 7, Jan. 19 to Jan. 21, and Feb. 16 to Feb. 18, after a motion by Hank Beisheim and a second by Joe Schmidt.
On licensing, G Schmidt moved and Craig Spitzer seconded approval of Westside Petro’s Iowa Alcoholic Beverage Division license renewal. The council approved the renewal by a 4-1 vote; the transcript records the tally but does not identify the dissenting member by name.
Councilmembers also recognized long-serving members Craig Spitzer (2012–2025) and Hank Beisheim (2020–2025) for their years of service. Mayor Mark Robe then swore in re-elected member Joe Schmidt and newly elected members Taylor Yeggy-Berg and Eileen Beran.
The council adjourned following the swearing-in and signature of the meeting minutes by City Clerk Sarah Chmelar and Mayor Mark Robe.
