Kennedale planning commission approves three commercial replats to enable hotel, restaurant and retail projects

The Kennedale Plan & Zoning Commission on June 25 unanimously approved three replat applications that divide existing commercial parcels along Interstate 20 and Kennedale Parkway to create lots intended for a hotel, restaurant and additional retail uses.
Planning staff presenter Mr. McCoy told the commission the first replat, PZ case 26-05 at 5400 High Ridge Drive (parcel 42220767), would split a single commercial lot into two parcels “to facilitate the construction of a future hotel and restaurant,” with the restaurant on the front, smaller lot and the hotel on the larger rear parcel. Staff found the plat complies with the subdivision ordinance and aligns with the city's future land-use plan, and recommended approval. The commission moved to approve the replat and voted unanimously to adopt the staff recommendation.
The second approval, PZ case 26-06 at 600 West Kennedale Parkway (parcel 04478924), divides a long, narrow parcel into three commercial lots. Mr. McCoy said the site is zoned C2 and is shown in the city’s future land-use map as an entertainment area; he told the commission the applicant had addressed staff comments before the meeting and that staff had requested a common-access easement so properties could share internal circulation rather than requiring separate curb cuts onto Bowman Springs. The commission closed the public hearing (no speakers) and approved the replat unanimously.
The third matter, PZ case 26-07, covers several parcels near Kennedale Parkway and Bowman Springs. Mr. McCoy described an unusual small triangular portion of the property that remains zoned R1 but is too small to support a single-family dwelling. Staff recommended conditional approval of the plat subject to the applicant rezoning that triangular parcel to an appropriate commercial or village zoning district (for example, C2 or an urban-village category) and verifying any recorded easements identified in the survey. Commissioners probed access, topography and the easement records; the commission approved the plat with the staff-recommended conditions.
Vice Chair opened the roll-call votes during each motion and the commission recorded unanimous approval for the three replat motions.
Why it matters: the replat approvals remove a procedural barrier to development on several commercial sites along I-20 and Kennedale Parkway. The conditional rezoning requirement for the triangular R1 parcel in PZ case 26-07 will require a separate zoning action before certain uses or building permits can be finalized.
What happens next: approved plats will be filed consistent with city procedures; where conditions require rezoning or easement clarification, staff will track those items and advise applicants of the steps needed before building permits are issued.
