Faced with recurring inspection findings and repeated verbal follow-ups, the commission voted on March 5 to create a public tracker to log sheriff follow-ups on inspection items.
Inspectors described several recurring issues: a disordered property room at NCCF where personal items and photographs lay scattered on the floor; periodic shortages of menstrual products and inconsistencies in distribution; reports that grievance forms were removed from roll-out in some modules and only issued on request; and an empty dorm (800) at NCCF that remained closed due to stated staffing shortages despite physical capacity. Commissioners said these issues have recurred month after month and called for a structured, transparent way to hold sheriff staff accountable.
The chair proposed a two-part approach: (1) a meeting-level LD-item follow-up list that records specific follow-up requests raised during each meeting (who will follow up, by when); and (2) a longer-term public tracker of recurring systemwide patterns that will appear on the commission's transparency page. Commissioners volunteered to compile meeting follow-ups and system-pattern lists; staff agreed to create a template and host documents that can be referenced when completing inspection reports so action items are captured in real time.
Next steps: commissioners assigned volunteers to draft a standardized follow-up-email template and the tracker format. The commission asked sheriff staff to respond in writing to outstanding inspection items and to post status updates; commissioners also requested watch-commander logs for bottled-water distribution and property-room remediation plans where relevant.
