The Paramount City Council on June 23 approved acquisition and implementation of a new enterprise resource planning system, Tyler ERP Pro Ten, to replace a 20‑year‑old legacy system.
Finance Director Lana Deitch said vendor evaluations narrowed an initial field to three finalists and recommended Tyler ERP Pro Ten as the best balance of functionality, integration and cost. Staff presented a five‑year, not‑to‑exceed implementation and service estimate of about $594,000 to $600,000 and said the project would be funded from an approved $600,000 capital improvement project budget. The projected rollout is phased over roughly two years, beginning with financials, budget and procurement modules, then payroll/HR, and finally water‑utility billing. Staff also identified temporary backfill staffing and project‑management support costs in the project budget.
Consultant Anette Feliciano, who assisted with the vendor evaluation, said the recommended product does not forgo core functionality compared with higher‑cost Tyler Munis options, but is scaled for a city of Paramount’s size and offers a ready integration path to the city’s water‑meter systems.
Why it matters: Modern ERP software is intended to reduce manual, paper‑based workflows, improve payroll/timekeeping and provide better reporting and controls; staff said implementation will require significant staff time and cross‑department coordination.
What’s next: The city manager was authorized to negotiate and execute software and implementation agreements, retain project‑management support and authorize implementation expenditures within the approved project budget.
