The Paramount City Council on June 23 approved a revised memorandum of understanding with Teamsters Local 986 for a three‑year term through June 30, 2029.
Assistant City Manager Grizzle Chavez summarized the negotiated agreement, saying it reflects recent compensation-study work and bargaining conducted through the spring. "There are cost of living adjustments 4%, 4%, and 5% in 2026, 2027 and 2028," she told the council, and described market-rate adjustments for three positions, expanded overtime/holiday pay provisions, increased safety-footwear allowances ($350), new certification pay (commercial driver license, backflow prevention, pool certifications and similar), changes to vacation and sick-leave payouts, and a summer day‑camp registration benefit for employees’ children.
City staff said the MOU funding was included in the budget the council had adopted at its prior meeting. Councilmembers asked clarifying questions about the redline edits (including that Local 911 had consolidated to Local 986) and then voted to approve the agreement by roll call.
Why it matters: The MOU governs compensation and working conditions for city public-works and public-safety employees represented by Teamsters Local 986. It updates pay and benefits over the next three fiscal years and was implemented with funding identified in the city budget.
What’s next: The MOU will be implemented according to payroll and HR schedules; staff will proceed with side‑letter administration (temporary certification pay) referenced in the agreement.
(Attribution: Assistant City Manager Grizzle Chavez presented the MOU. The union’s consolidation from Local 911 to Local 986 was noted in the staff report.)
