Town manager says sewer plant upgrade may qualify for larger grant share; Plains Road waterline in DPH review

Town Manager James Drumm briefed the Coventry Town Council on Feb. 17 about several capital projects, including the large sanitary sewer/water-plant upgrade and the Plains Road waterline project.
Drumm said the $30 million sewer/water-plant project, previously expected to receive a 20 percent grant, may be eligible for a higher grant share after additional work with the state Department of Energy and Environmental Protection; he estimated revised funding could be in the 23–25 percent range. He also said most other town projects are on hold until snow melt.
On the Plains Road waterline, Drumm described the project as being in the DPH review stage; the town is less than 60 days into a 90-day waiting period. If the Department of Public Health uses the full review period, Drumm said the town would put the project out to bid in early April, allow a 30-day bid window, and expect to award the contract in May with construction spanning spring into summer. He noted certain tasks (tree removal) may take additional time but that most work is trenching and pipe installation.
Drumm said staff will continue communications with Plains Road residents and provide updates as more information from the contractor is available.
