Planning Commission approves revised FY 2026-27 work plan; staff lists upcoming GUPs and builder-remedy cases

The Santa Clara County Planning Commission on June 27 approved a revised work plan for fiscal year 2026-27, after staff outlined priorities, training needs and an anticipated calendar of land-use items.
Director Jacqueline presented the work plan and reminded the commission of its decision-making role on major use permits, major subdivisions and other referred land-use matters. The plan lists goals and workshops and enumerates specific program areas, with staff saying a rule/zoning update is likely to return in 2027.
Staff identified a General Use Permit listed as GUP #250 anticipated in October of the current year and noted substantial incoming caseload: staff said roughly 30 builder-remedy applications have been submitted and are at various stages of environmental review, with one approved in April and others possibly coming before the commission by year-end if they remain on schedule.
Deputy Director Anastasia Aziz told the commission that, "as long as they stay on schedule, some will anticipate they come before the commission before the end of the year," referring to builder-remedy applications. Commissioners also requested training on the Brown Act, Robert's Rules of Order and CEQA, which staff said would be scheduled.
Commissioners discussed membership on advisory committees and implementation timing for the county's housing element and related programs; staff said housing program work will continue into the next fiscal year and some actions may occur midyear or at fiscal year-end.
A motion to accept the work plan was moved and seconded (second by Chair Rowser); after roll call the motion carried. The commission also publicly thanked Vice Chair O'Donoghue, who attended his last meeting.
The approved work plan will be forwarded to the Board of Supervisors as part of the departmental transmittal; staff flagged rule/zoning updates and several named land-use items for future commission hearings.
