County update: Family First pilot served hundreds of families; CARES data system rollout tied to federal funding

The Children’s, Seniors and Family Committee on June 25 heard a quarterly update on the city–county Family First community-pathway demonstration pilot from Dr. Heidi Emberley, director of the Office of Children & Families Policy.
Dr. Emberley said grantees reported serving 449 families in the quarter; 137 families agreed to a more comprehensive screening and 36 families met the candidacy determination for additional resources under the Family First community pathway. "Catholic Charities reported serving 449 families with 137 families agreeing to a more comprehensive screening process," she said.
Supervisors pressed for clarity on what "serving" means and whether the counts are families or individuals; staff said the grantees reported at the family level and that more detailed breakdowns (families vs. individuals, locations and service types) will be provided in a fuller report coming to the board in the fall. A committee member requested earlier access to the disaggregated data before October.
Staff also described a transition to a new CARES data system, scheduled to go live at the end of October, that will enable counties to claim federal Family First prevention funds once state and federal processes are in place. County staff said the CARES rollout and related reporting changes will be an item for future updates.
A motion to accept the Office of Children & Families Policy report was made and seconded; the committee voted and approved the motion.
Committee members asked staff to return with more granular reporting on the demonstration-site outcomes, eligibility criteria for additional resources, and how the program coordinates with school districts and local community partners.
