The Oneida County Planning & Development Committee unanimously approved a conditional use permit on April 1 allowing retail sales of watercraft docks and boatlifts with outdoor displays at 6990 Winkler Road in the Town of Three Lakes. The application lists John Bilogan as the applicant and the John C. & Judith L. Akins Revocable Trust as the property owners.
Assistant Zoning Director Todd Troskey summarized the application, saying public notice was posted on March 12, 2026 and published March 17 and 24; a proof of publication, an affidavit of mailing, a mailing list, correspondence from the Town of Three Lakes and one written public comment were included in the file. Land use specialist Scott Ridderbusch read the staff report into the record and outlined recommended conditions for permit issuance.
The permit was approved subject to five conditions recommended by staff: (1) the nature and extent of the use must not change from that described in the application and the issued CUP; (2) signage must comply with section 9.78 (Sign Regulations) of the Oneida County Zoning and Shoreland Protection Ordinance and sign permits must be obtained as required; (3) parking must comply with section 9.77 (Off‑Street Parking & Loading Space) of the ordinance; (4) outdoor displays must be maintained within the designated area shown on the site plan; and (5) existing fencing along the south property line must remain and be kept in fair order to maintain screening from the residence to the south.
Chair Scott Holewinski opened the public portion of the hearing; no one spoke during that public portion although staff noted a written comment remained in the file. Billy Fried moved to approve the permit and Bob Almekinder seconded; with all members present voting Aye the motion carried.
The committee’s action authorizes the retail activity under the cited local zoning rules and with the stated site‑specific conditions; further permits (for signage, if applicable) must be obtained as required by county regulations. The committee did not take further action on appeals or modifications at the meeting.
