Kingman commission recommends water service for Wild Mesa subdivision, conditions later phases on new tank and booster

The Kingman City Municipal Utility Commission voted June 25 to recommend that City Council approve water service for Wild Mesa (Tract 6056), a proposed subdivision on the city’s northwest side, provided the developer completes required off‑site improvements for later phases.
Staff member Mike Garmin, who participated by phone, told commissioners the preliminary plan shows the initial phase can be built "without any off‑site improvements" and can meet domestic and fire flows for that phase. He said the subdivision is located north of Grace Neil Parkway, adjacent to the original Eagle View subdivision.
Garmin explained that existing infrastructure includes a College tank and a Camelback pressure zone, but "the upper elevations are too high" to be served by those facilities for the higher portions of Wild Mesa. He said the city’s master plan identifies a future Bull Mountain pressure zone and recommended that a new tank near Bull Mountain plus a booster station would be needed before later phases could be served. "Once they put this other tank in and a booster station to fill that tank, they should be able to do the rest of their subdivision," Garmin said.
Commissioner Paul Shuffler asked whether staff recommended approval; staff answered "Yes." A commissioner also asked about sewer capacity; staff said a recently installed trunk sewer line from the tract to the wastewater plant has sufficient capacity for this subdivision and adjacent parcels.
After discussion, a commissioner moved to approve the request for water connection for Wild Mesa; the motion was seconded and the commission approved it by voice vote. Commissioners approved the recommendation with the clear condition that later phases must complete the off‑site water improvements (new tank and booster) before receiving service beyond the initial phase.
