The Glenarden City Council on June 22 approved resolution R-35-2026 to fund removal and replacement of concrete sidewalks, curbs and gutters on specified streets and to contract the work with NZI Construction Corporation using a county piggyback procurement.
The resolution lists Pope Court, Tyler Street, 364 Tyrell Drive and 1520/1523 Third Street as project locations and cites a May 27, 2026 proposal. Council discussion focused on whether a driveway apron repair (listed at about $1,272.79 in the project line items) should be included in the city-funded scope. Staff said a resident agreed to pay for that apron work and that NZI would perform the work while the city would collect reimbursement; council members asked for a written agreement to document the resident’s commitment.
Council members also raised procurement questions. Staff said the city is relying on a Prince George’s County indefinite-quantity contract award to NZI and that the county’s competitive bidding satisfies the city charter procurement provision (section 818B/C), enabling a piggyback. Members asked staff to correct charter-section citations and to provide the county change order extending NZI’s contract (the transcript records a county extension to Dec. 31, 2026). Funding was identified from the city’s FY26 capital project fund account number 7611-30-80-10.
The voice vote carried; council recorded affirmative votes and a motion to approve the proposal with clarifications and to secure written confirmation regarding the resident-funded apron work.
What happens next: Staff will provide written confirmation from the resident regarding reimbursement for the driveway apron, correct any charter-section language in the adopted resolution and file procurement documentation showing the county contract extension and the basis for the piggyback award.
