Anacortes council approves $11,317 contract with Skagit Council on Aging to continue senior meals through December

The Anacortes City Council on June 22 authorized the mayor to sign contract number 26-184-ASC-001 with Skagit Council on Aging for $11,317 to deliver the city’s senior nutrition program from July through December 2026.

Library and senior services staff member Mr. Lunsford told the council the contract would replace the county’s role and allow a seamless transition when the existing county interlocal ends July 1. He said the program provides roughly 110 Meals on Wheels deliveries per weekday and about 40 congregate meals each weekday at the senior center; weekend Meals on Wheels are supplied as frozen meals delivered on Friday.

Councilmember Ms. Karrer moved to authorize the mayor to sign the contract; a councilmember seconded the motion and the chair called the vote. "All those in favor say I," the chair said, and the motion passed when "the ayes have it." The motion record in the transcript did not include a named second or a roll-call tally.

Mr. Lunsford thanked the Anacortes Senior Center Foundation for assistance in finding a provider on short notice and noted other temporary funding sources cited in the discussion included one-time gifts and support from regional partners. The staff presentation described the city’s contribution as providing kitchen facilities, office space and utilities while SCOA (Skagit Council on Aging) will supply staff and volunteers for meal production and delivery.

The contract is time-limited through December 2026; staff said a separate contract for 2027 would be presented later with cost details still under development.

The council adjourned after approving the contract; the program transition is scheduled to take effect July 1.
