Resident Royce Kent presses for access to nuisance complaints as council reviews property problems and recent cleanup

Mayor Pro‑Tem Samantha Ulin presented three nuisance complaints to the Agency City Council on Feb. 13: a W. Main Street home under construction with no recent activity and junk in the driveway; vehicles parked on the grass at Ann and Burlington; and a deteriorating house on Caylor with an open door, a fallen branch, roof damage and a bathtub in the driveway.
Public works supervisor Fred Clubb reported that the cleanup at 204 N. Ann took place on Feb. 3: 29 tires were transported to the recycling center (the center charged $87) and one load of garbage was taken to the landfill; the cleanup involved about six hours of labor and use of the skid loader. Council members discussed options for follow‑up enforcement and whether the city should send letters to property owners.
Resident Royce Kent asked how nuisance complaints are processed and said Section 22.2 allows for public records requests; he argued people should be able to request to see complaints made against them. Mr. Clubb said residents may come to City Hall to complete a complaint form and that some people call City Hall to report issues; he also agreed to deliver a missing tailgate that Mr. Kent said he purchased through the city. The minutes record no formal change to enforcement policy or new staff assignments.
In public forum, Sheriff Don Phillips said the Wapello County Sheriff’s Office hired a new deputy, Stephanie Neno of Oskaloosa, and noted the department will normally attend one city council meeting per quarter unless requested otherwise. The council adjourned at 7:37 p.m.
