Council holds first reading of code update, approves peddler hour changes for second reading

At its regular meeting on May 18, the Windsor Heights City Council held the first reading of Ordinance 2601, an update to the city’s code of ordinances, and discussed companion updates to peddler hours and the fee schedule.
Staff identified two proposed edits for the municipal code: removing section 17.04.6G from the public comment chapter and consolidating its content into subsection C to simplify public participation rules; and adding a nuisance-enumeration entry to allow the city to address businesses causing nuisances, drawing on language used by Des Moines and Clive. Staff reported they reached out to nuisance officers in those cities for guidance.
Separately, council reviewed peddler/solicitor rules. Members clarified that peddler hours should read Monday through Saturday, 9:00 a.m. to 7:00 p.m., and Sunday noon to 7:00 p.m., correcting an earlier draft that showed 9 p.m. Council also discussed fee schedule items mentioned in staff notes (one week $50; one month $125; 90 days $250; reduced out-of-state bond to $1,000) and directed staff to include the time updates and proposed language in the second-reading materials.
The ordinance remains at first reading; council did not finalize the code adoption at this meeting. Staff said they will incorporate the suggested edits and bring the ordinance back for the second reading and final action.
