Windsor Heights council adopts FY26 budget amendment adding grant revenue and public safety expenses

The Windsor Heights City Council adopted Resolution 2026-37 on May 18 to amend the city’s fiscal year 2026 budget after staff outlined several newly recognized revenues and expense reallocations. The council approved the resolution by roll call.
City staff told the council the amendment recognizes $59,046 in new revenues, including an $18,381 grant from the Iowa Department of Public Safety’s Project Safe Neighborhood program for police helmets and shields and a $40,000 mural grant from Bravo. Staff also noted reimbursement for overtime and other smaller adjustments.
On the expense side, staff said total public safety increases amounted to $153,886, including ATE claims ($132,090), ATE attorney fees ($6,000), ATE administrative salaries ($6,796) and a $9,000 fire services study. Public works needed a $15,000 augmentation for street maintenance tied to pavement preservation work on 70th Street that occurred during a water-main project. Library expenses included a $16,883 payment for an FY25 invoice received in FY26; parks insurance increased by $8,889 because of the splash-pad addition.
The resolution directs the city to reflect grant receipts and these expense adjustments in the FY26 accounting and was approved by unanimous roll call of the members present.
The council’s action completes the formal recognition of the grants and transfers noted in staff’s presentation. The budget amendment will be reflected in the city’s financial records for the year ending June 30, 2026.
