Commission approves expansion and realignment of County Road 33 community development district

At the public hearing, Dan Miller of Planning & Zoning presented an ordinance amending the County Road 33 Community Development District (CDD) boundaries. He said the amendment would add the Tiara Vista subdivision and phases 3–5 of Banning Ranch, increasing the CDD from about 441 acres to roughly 1,143 acres so that the previously separate parcels could be managed as a single CDD. "The property owners and the CDD board are just asking to realign this into one community development district instead of two," Miller said, and he described the change as similar to boundary adjustments the commission has previously approved.
A representative from the petitioner’s counsel (identified in the meeting as Sarah Sandy of the law firm QTAC Rock and Tallahassee) was present to answer questions. Commissioners asked clarifying questions about impacts to approved phases and staff confirmed the amendment "doesn't affect anything that already hasn't been approved." Following discussion, the commission moved and approved the ordinance by roll call.
The ordinance will modify the legal footprint of the County Road 33 CDD and allow combined administration of the included phases; staff said standard development requirements and prior approvals remain in effect for previously approved phases.
