Gilmer Council adopts 2024–25 budget, sets tax rate, approves employee bonuses and TxCDBG policies

The Gilmer City Council convened Aug. 27 and unanimously approved the city’s fiscal plan and a series of routine measures, including employee pay recognition and federal‑grant compliance policies.
The council adopted Ordinance 24‑032, approving the budget for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025. Mayor Pro‑Tem Pete Herrmann opened and closed the required public hearing before the council voted 7–0 to adopt the budget.
The budget action was paired with approval of Ordinance 24‑033, which sets the citywide ad valorem tax rate at $0.500044 per $100 of taxable valuation for the same fiscal year. Councilmember Jarom Tefteller moved the ordinance and Councilmember Jasmine McDowell seconded; the measure passed on a 7–0 vote. The ordinance specifies separate components for operations/maintenance and debt service in the rate.
Council members also authorized administrative and personnel items. The council voted to authorize the City Manager to sign the Texas Municipal League (TML) Multistate Intergovernmental Employee Benefits Pool rerate notice that includes a $200 subsidy for employee dependents' health insurance to be paid by the city; the motion passed 7–0. Separately, the council approved a one‑time 1.5% wage bonus for each employee to be distributed in December, with sponsors noting the bonus is intended to promote employee morale; vote 7–0.
On grant compliance, Councilmember Michael Chevalier moved and Councilmember Marty Jordan seconded approval of Resolution R24‑005 to adopt or reaffirm the civil‑rights policies required by TxCDBG Contract CDV23‑0454; the resolution passed 7–0. A Section 3 presentation related to the same TxCDBG contract was presented; no council action was required.
The council also proclaimed September as Fair Housing Month for the City of Gilmer by unanimous vote.
The meeting opened at 5:15 p.m. and adjourned at 5:27 p.m. The minutes record no public commenters during the public‑comment periods for the budget and tax‑rate hearings.
