Gilmer council approves investment report, event street closures and dispatch agreement

The Gilmer City Council on Oct. 22 approved routine financial reports, authorized street closures for two upcoming community events and signed an interlocal agreement for emergency dispatch services.
City Manager Greg Hutson told the council that rising interest rates have helped the city’s investments grow faster, and the council approved the City Investment Report for the period ending Sept. 30, 2024. “Interest rates increasing due to the economy which has helped our investments grow faster,” Hutson said. The motion to approve was made by Councilmember Marty Jordan and seconded by Councilmember Jasmine McDowell; the measure passed 4–0. Mayor Tim Marshall and councilmembers Marty Jordan, Jerry Webb and Jasmine McDowell voted yes; Councilmembers Michael Chevalier and Jarom Tefteller and Mayor Pro‑Tem Pete Herrmann were recorded absent.
The council also approved two sets of temporary street closures for community events. It voted to close W. Cass Street (between N. Trinity and Davis) and half a block of Davis Street for First Baptist Church’s Fall Festival on Nov. 6 from 5:30–8:00 p.m. The motion was made by Councilmember Marty Jordan, seconded by Mayor Tim Marshall and approved 4–0. Separately, the council approved closures for Treats on the Square — Jefferson Street from Hilltex Insurance to Stewart Insurance and Simpson Street to Highway 154 — for Oct. 26 from 3:30–7:00 p.m.; that motion was made by Councilmember Jasmine McDowell, seconded by Councilmember Marty Jordan and passed 4–0. The Chamber of Commerce and Gilmer Police Department sponsor Treats on the Square.
On intergovernmental operations, the council approved an interlocal agreement with Upshur County Emergency Services District No. 1 for dispatching services for the 2024–2025 year. Councilmember Marty Jordan moved approval, Councilmember Jerry Webb seconded, and the vote was 4–0.
