Dallas County Board of Health amends minutes to clarify prior immunization discussion after concern over county signatory status
Summary
The Dallas County Board of Health on April 16 amended March meeting minutes to state earlier immunization items were conditional considerations and not recommendations, after a member said the county was listed as a signatory on a multi-county statement without prior Board approval.

The Dallas County Board of Health amended minutes from its March 3 meeting on April 16 to clarify that prior discussion of childhood immunization scheduling reflected conditional considerations rather than formal recommendations.
Oliver Bardwell, a committee member of the Dallas County Board of Health, asked for three corrections to the March minutes: the spelling of Dan Twelmeyer’s name, corrected item numbering that had skipped from item 9 to 11, and revised language in Item 9 to reflect that the action items discussed were conditional in the event the Board moved away from the federal Centers for Disease Control and Prevention schedule. The revised language attributes the conditional framing to a participant identified as Maher.
Bardwell noted that prior public statements, signed by a subset of Iowa counties and listing Dallas County as a signatory, “constitute a policy position and should require formal Board authorization,” and moved to approve the minutes as amended. The motion was seconded by Chair Kim Chapman. Bardwell and Chapman voted aye; Lina Tucker Reinders abstained, and the motion carried.
During Other Business Bardwell also asked for an update on efforts to remove Dallas County’s name from a Polk County Facebook post and on posting Dallas County’s obligation to follow state and federal vaccination guidance. Suzanne Hegarty, listed in the minutes as staff present, told the Board that the steps had been completed and that Chair Chapman had been cc’d on the correspondence.
The actions taken on April 16 do not change the Board’s formal policy; they amend the record to clarify the March 3 discussion and to document a member’s concern about representation in external statements. The Board set its next meeting for May 21, 2026.
