Windsor Heights City Council voted unanimously Monday to authorize staff to execute amendments to the fifth supplemental indenture of trust related to bonds issued in 2015 for Child Serve, Inc.
City staff explained the city’s role is limited to ministerial sign‑off and tracking as a municipal participant in the bond trust; the amendments do not change Windsor Heights’ debt obligations or require the city to incur new financial liability. City attorney Erin confirmed the action is procedural and will not affect the city’s debt ratios.
The resolution (No. 202638) was moved, seconded and approved on roll call with all listed council members voting yes. The council did not request any amendments to the document at the meeting.
The authorization is administrative; staff will execute the amendments and file the required documents to complete the trust modification process.
