Council hears public input on 74th Street project; staff recommends targeted storm‑sewer repairs

The Windsor Heights City Council held a public hearing on proposed 74th Street repairs and contract documents, and staff recommended moving forward with a targeted storm‑sewer repair (Alternate A) after preliminary inspection and televising.
Adam, a city engineer or project manager, told the council the city received three bids and that two alternates in the contract address storm-sewer issues: Alternate A to repair the bottom portions of corrugated metal pipe (CMP) where rot and rust were observed, and Alternate B to fully line the pipe using a cured-in-place process. Adam said crews were unable to fully televise some of the lines because sections were rotted at the bottom; his recommendation was to proceed with Alternate A now, televise the system, then determine if additional lining (Alternate B) is required and bid that separately.
Council raised concerns about contractor performance history. Staff noted the apparent low bidder, listed as MPS Engineers (formerly associated with Kingston Services), has completed prior work in Windsor Heights with mixed results; one 2017 sidewalk contract went into approximately $20,000 in liquidated damages while other projects were completed successfully. Staff said Bolton & Mink will provide oversight on the project and that the contract includes performance incentives.
No members of the public testified in person or online during the hearing. After discussion council voted to close the public hearing and directed staff to return the item for formal consideration at the next council meeting with any additional due diligence or requested details.
Next steps: Staff will televise problem areas identified in the storm sewer following Alternate A repairs, provide additional engineering information and contractor references as requested, and present the formal contract award for council action at a future meeting.
