Council adopts five-year maintenance pact with Iowa DOT for primary roads

Windsor Heights City Council unanimously approved a standardized five‑year maintenance agreement with the Iowa Department of Transportation on March 16 that clarifies which agency is responsible for primary roads, pavement and signage inside city boundaries.
Public Works Director Andy Larson told the council the DOT agreement covers primary road pavement (from face of curb to face of curb) and primary signage on corridors such as 63rd Street and Hickman Road; the city remains responsible for right-of-way maintenance beyond the DOT pavement boundary and for storm sewer conveyance and local traffic signage and signals.
Council members asked whether the DOT responds promptly to potholes and whether the state would consider relinquishing jurisdiction on stretches such as 63rd Street. Larson said the DOT has nearby maintenance garages (Carle and Grimes) that are generally responsive and that transferring jurisdiction would require multi-city cooperation and a one-time payment to account for future maintenance obligations; it is not a routine or simple process.
A motion to approve the resolution carried on a unanimous roll call vote.
What happens next: the city will execute the five-year agreement with the DOT and staff will continue to coordinate with DOT field offices on maintenance requests and clarifications about the right‑of‑way boundary for pavement versus local responsibilities.
