Gadsden board approves revised FY2025–26 budget, renews substitute services contract

The Gadsden Elementary School District No. 32 Governing Board approved a revised expenditure budget for fiscal year 2025–26 and a package of finance-related items at its May 12, 2026 meeting in San Luis.
CFO Robert Bernhard reviewed the district’s Maintenance & Operations (M&O) and Restricted budgets, laying out projected revenues and expenditures before the board voted to adopt Revised Expenditure Budget #2 for FY2025–26. The board approved the budget by a 3–0 vote following discussion and receipt of the report materials.
The board also renewed the district’s service agreement with Educational Services, Inc. (ESI) for FY2026–27 to provide early-retiree return-to-work arrangements and substitutes; the agreement keeps administrative fees at 18.5% for retiree placements and 27.5% for certified and classified substitutes. Bernhard presented the agreement packet before the vote; the motion to approve was moved by Clerk Mark Concha and seconded by Member Lucky Hoyos.
In addition, the board approved the Preventive Maintenance Reporting Statement for FY2025 submitted to the Arizona School Facilities Board, a required compliance item documenting routine facility maintenance.
Separately earlier in the meeting, the consent agenda (student activity reports, vouchers and donations) passed with Clerk Mark Concha recording an abstention on the donations item; that 2–1 result was separate from the later unanimous votes on the revised budget and contract renewals.
The board’s approvals are intended to finalize year-end spending and ensure the district meets state reporting and service needs as the new fiscal year approaches. The next regular board meeting is scheduled for June 9, 2026.
