Blackduck council approves TIF amendment, property conveyance and funds for lift-station repair

The Blackduck City Council approved a package of municipal actions following the public hearing. Council members adopted Resolution 2025-17 to amend the tax-increment financing (TIF) spending plan and extend the construction commencement deadline; staff said unobligated TIF balances cited in the hearing were approximately $133,267 to $144,576.
The council also approved a purchase agreement with Black Duck Co-op Egg Services and a subsequent resolution (2025-18) authorizing conveyance of a railbank parcel to the co-op. Both motions passed without recorded opposition. Council approved paying up to $300 to ship two replacement veteran memorial benches and asked public works to install them in spring after the auxiliary and post cover bench and plaque costs.
Council discussed an unexpected failure at the lift station serving the golf course clubhouse. After debating whether the golf-course special revenue fund should absorb the cost, council authorized $6,881.81 to cover repair and interim expenses and directed finance and public works staff to process the payment from general fund reserves.
Council also approved routine consent-agenda items, scheduled upcoming meetings and closed the regular session at about 8:58 p.m.
Next steps: staff will file the amended TIF documents with the Office of the State Auditor, complete the conveyance paperwork and record the deed, confirm receipt of the benches in winter storage and install in spring, and post expenditure entries for the lift-station repair.
