McCall approves nearly $70,000 airport contribution to fix sewer bottleneck ahead of repaving

McCall — The City Council on June 18 authorized use of airport funds to help fix a known sewer main bottleneck near the Payette River on Deinhard Street, approving roughly $69,900 in airport contributions so work can be completed before planned street repaving.
Emily Heart, McCall Airport Manager, told the council the estimated construction cost to remedy the bottleneck is $318,000. She said the airport and three private residential developers have negotiated a cost-share; the airport’s current up-front commitment is just under $50,000, with an additional $20,000 authorized now so the total airport-side commitment will be $69,900. Heart described the arrangement as reimbursement-style: developers construct the work and the airport reimburses the airport’s share, and latecomer agreements would allow the airport to recoup funds if the fourth developer secures entitlements and ties in.
Council asked about proportionality; Heart said shares were determined by the number of sewer hookups each developer anticipates, and that some developer scopes have changed over time. One council member noted the airport is taking some risk because a developer might not ultimately proceed, and Heart and others acknowledged that uncertainty.
The council voted unanimously to authorize the use of $69,900 of airport funds for improvement of the sewer bottleneck (motion carried on roll call: Council member Giles, Council member Mathezic, Mayor Nelson, Council member Nelson all voting yes). Staff said the city attorney reviewed the cost-share agreement.
Next steps: the city will execute the cost-share/latecomer paperwork and coordinate timing so the sewer work is completed before Reinhardt Street repaving.
