Commissioners flag Nature Conservancy purchase and push for county discussion on PILT payments to Rushford Village

Commissioner Gordon Johnson said CRV should ask the Fillmore County commissioners to consider directing PILT (payments in lieu of taxes) funds to Rushford Village, which has not received PILT since 2018, and urged a Council member to attend a County meeting to press the issue. Administrative staff said the Nature Conservancy may not understand CRV's city status versus a township and that another Quarve parcel of about 88 acres may be sold later.
Laura Qualey of CEDA cited Minnesota Statute 477A.14(3)(c), which provides an exception for former townships that became cities, as relevant to the PILT question. Commissioners did not take formal action but recommended Council-level engagement with the County and legal review of any PILT entitlement claims.
