Rushford Village hires Darrin Dessner as public works supervisor at $30.04 an hour

The Rushford Village City Council voted July 23 to hire Darrin Dessner as the city’s new Public Works/Maintenance Supervisor at $30.04 per hour, Pay Grade 7 Step 6 on the City of Rushford Village (CRV) step structure. The hire was approved by motion and carried during a special meeting called to consider the position.
Robert Hart, who led the Personnel Committee with Councilmember Rick Ruberg, told the council that seven applications were received and scored; the top four applicants were invited for interviews, one withdrew, and three were interviewed. Hart said the panel’s evaluation led them to recommend Dessner. "Seven good applications were received," Hart said, summarizing the committee’s review.
Councilmember Travis Link described Dessner’s background to the council: Dessner lives west of Rushford, works at Miller Scrap in Winona, graduated from Rushford-Peterson High School and Riverland College with an electrical construction certificate, and served in the U.S. Marine Corps. Link said Dessner has heavy-equipment operation experience as well as supervisory and public-facing skills.
Hart and Ruberg recommended the $30.04 wage, noting future step advancement will be determined by annual employee reviews. Clerk Mary Miner advised the council that Dessner had been informed of the committee’s recommendation; Miner said she did not expect a counteroffer because she believed that would have been raised when the recommended wage was disclosed.
Councilmember Travis Link moved to hire Dessner at the recommended rate; Mike Ebner seconded the motion, which the council carried. The council set Dessner’s start date for Aug. 11, 2025; the minutes noted he will be on vacation Aug. 2–8, 2025.
The special meeting opened at 7:00 p.m., included roll call and the pledge of allegiance, and was adjourned at 7:08 p.m. The council also noted upcoming meetings, including the SEMLM summer meeting in Albert Lea on July 29 and the CEDA annual meeting in Winona on July 31.
