Calhoun County approves permits, drainage work, opioid funding and claims in routine session

At its Nov. 25 meeting the Calhoun County Board approved an underground permit, multiple drainage work orders, a manure management construction recommendation, a short-term lease and opioid funding for Community & Family Resources, a payment to ISAC, and allowed multi-page claims and bank drafts.
The Calhoun County Board of Supervisors met Nov. 25 in Rockwell City and approved a slate of routine county actions, including permits, drainage work orders, a public-hearing outcome on a manure management plan, a short-term lease and opioid funds agreement for a local social-service provider, and payment of county claims.
The Board unanimously approved Underground Permit 10-2025 allowing Gemberling Excavating (Jason Dougherty) to bore a 10-inch tile under D53 in Elm Grove Township (motion by Scott Jacobs, seconded by Cory Ridgely). A public hearing was held at 9:20 a.m. for the Manure Management Matrix for Dallas Thomas (Facility #59183); no objections were filed and the Board authorized the Chair to sign Calhoun County's construction permit recommendation for the Dallas Thomas site.
Trustees sessions for county drainage districts produced approvals for repair work. The Board approved work order C-48-2025 to B & S Tiling for DD 126 (Elm Grove Township, Section 14) and work order C-49-2025 to Mauer Tiling & Excavation on JT DD 20 Sac and 119 Calhoun in Garfield Township (motion by Ridgely, seconded by Jacobs).
The Board approved a lease with Community & Family Resources effective Jan. 1, 2026 through June 30, 2026, and separately approved an agreement to provide up to $6,000 in opioid-settlement funds to Community & Family Resources for the July 1, 2025 through June 30, 2026 fiscal year (motion by Jacobs, seconded by Ridgely). The Board also approved a $500 payment to the Iowa State Association of Counties to support an amicus brief defending local zoning authority.
Richard Hall, E911/EMA Director and Zoning Administrator, reported Board of Adjustment decisions: a 10-foot rear-lot setback variance was approved for Jeff Classen at 7410 Twin Lakes Road, and Kevin Stumpf was granted a special exception for a billboard. The Board then reviewed claims (checks 80681—680801; drafts DFT0005441—60005470; warrant 505975) and allowed them as presented. The claims list included routine election-worker payments and vendor invoices, notably a PCC Patching invoice for $522,615.44 and Iowa DOT sign-post purchases totaling $14,322.34.
All motions recorded in the meeting minutes carried by unanimous vote. The Board adjourned and scheduled its next regular meeting for Dec. 2, 2025, at 10:00 a.m.
