Rushford Village council approves lawn-care contract, locksmith rekeying and pump-repair quote; spring clean-up runs a small deficit

The Rushford Village City Council approved several routine municipal actions at its June 17 meeting, including hiring a low-bid mowing contractor, authorizing a locksmith rekeying, and approving a pump-repair quote, while also accepting the treasurer's financial report.
Procurement and maintenance: the council reviewed three mowing proposals (Cutting Edge Lawn Care at $100/hour; Redemptive Lawn Care & Snow Removal LLC at $75/hour; and TNT Lawn & Snow Services LLC at $60/hour). City Attorney Joseph O'Koren advised the council that it is not required to accept the lowest bid but that doing so is common absent a compelling reason. Council Member Robert Hart raised a preference for a local contractor despite cost differences; the council ultimately approved the TNT Lawn & Snow Services LLC bid at $60 per hour. Clerk Mary Miner will notify TNT and inform the other bidders.
Utilities: Trenten Chiglo reported that he had taken a non-functioning lift station pump to MN Pump Works for inspection. The vendor quoted $832.84 to repair that pump versus $4,088.00 for a new unit; the council noted two other pumps also require inspection. The council approved authorizing the repair at the quoted amount on the condition that Council Member Mike Ebner contacts MN Pump Works to confirm repair feasibility before the quote expires in 10 days.
Facilities/security: After a broken key incident at the pump house, Tom's Locksmith provided a quote (QTE009254) to rekey all village locks and supply new padlocks for $505.00. The council approved the locksmith work and directed staff on which keys to issue (master and area-specific assignments such as master for Overland, Ebner, Maintenance Supervisor, Miner/Hall & Office for Graham, and specific shop/office keys for Pettit and Link; Hart and Ruberg declined keys at this time).
Finance and operations: Treasurer Judy Graham presented receipts of $2,671.96 and expenses of $25,894.31 as of June 15, 2025, with estimated June receipts of $296,000 (including a $286,225 levy) and estimated June expenses of $38,000. The council voted to approve the financial report. The 2025 spring clean-up program posted a net loss of $998.34 (2024: $998.98), with roll-off rental costs cited as the primary expense.
Administrative: The council approved the agenda (including adding the MN Pump Works quote), approved minutes from June 3 and June 11, and adjourned at 7:51 p.m. on a motion by Robert Hart, seconded by Rick Ruberg.
What's next: the Public Works/Maintenance Supervisor position remains open and has been posted; council members reported local residents willing to provide temporary help while hiring proceeds.
